BACKGROUND ON IMPACT AND REACH

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

We are currently looking for a Senior GIS and Remote Sensing Officer to support our team in Amman:

COUNTRY PROFILE

After more than a decade of conflict, conditions in Syria remain volatile and marked by violence and socioeconomic deterioration. The scale, complexity, and severity of humanitarian needs in Syria extends the necessity for up to date, timely, and accurate information. Evidence-based planning and programming remains paramount to ensure that the response adequately meets the needs of the most vulnerable people and is tailored to different realities across communities and over time. REACH has been conducting assessments on the humanitarian situation in Syria since 2013 and has since grown significantly as an actor in the response. Broadly speaking, REACH Syria facilitates a humanitarian evidence base via four key research streams:

  • Monitoring of the humanitarian situation in Syria, including joint market monitoring to track prices of goods as per the survival minimum expenditure basket (SMEB);

  • Displacement tracking, through tracking the movement of IDPs and returnees;

  • Remote sensing activities, including market functionality, flood hazard assessments, etc;

  • Technical support to clusters, including thematic assessments and capacity building

 

POSITION PROFILE

IMPACT is seeking a candidate with a strong technical background, who has previous experience of working in the GIS/Cartography/Remote Sensing sphere. More specifically, the candidate should have experience with analysis of satellite imagery with different spatial and spectral resolution. The candidate should understand concepts of cartographic design and be experienced in presentation of the results of spatial analysis using static and interactive mapping products.

Under the supervision of the GIS Specialist, with technical guidance from the Regional Remote Sensing Specialist, the SGISO is responsible for conducting geospatial analysis and mapping to support rapid humanitarian needs assessments and research products for Northern Syria. As part of the GIS Unit with 5 technical staff, the SGISO will reinforce the team for specifics needs: data integration with online tools (ArcGIS Portal, ArcGIS Online) and the production of digital products (Experience Builder) as well as automation of process with FME or python. A strong analytical background will be used to identify trends by cross analyzing our monthly and thematic data with the Remote Sensing dataset and inform the humanitarian response.

RESPONSIBILITIES

The Senior GIS Officer’s responsibilities include:

 

RESEARCH PLANNING (WITH SUPERVISION OF GIS SPECIALIST)

  • Develop geo-spatial analysis of assessment areas to be used in developing daily assessment plans, field movement plans and accompanying operational maps for field teams.

  • Identification of sampling methodologies for research

     

GIS AND REMOTE SENSING RESEARCH IMPLEMENTATION (WITH SUPERVISION OF GIS SPECIALIST)

  • Liaise with the Regional Remote Sensing Specialist for planning remote sensing related analyses and products

  • Suggest and conduct satellite-based analyses, such as rapid damage assessments, change detections, natural hazard impact mapping, and time series. Such activities will be based on a variety of different sensors including multispectral optical sensors, SAR sensors and very high-resolution optical sensors.

  • Ensure that collected data is geo-referenced, enabling the production of maps and related products;

 

DATA MANAGEMENT, CLEANING, AND ANALYSIS

  • Conduct spatial analysis on collected data as per ToRs;

  • Ensure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.

  • Development and maintenance of country-level databases for the consolidation of all assessment- related and GIS data in country (ArcGIS Portal)

  • Document all processes in the Unit documentation and ensure that methodologies and data are accessible and reproducible (Standard Operation Procedure – SOPs)

  • Strong need for innovative-oriented profile to improve the GIS data management/imagery with scripting (data pipeline) or dedicated tools.

  • Use independently the available script to extract data for analysis purposes.

 

VISUALISATION PRODUCT

  • Ensure accurate linkages between spatial databases and assessment data;

  • Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines.

  • Update existing and new GIS dashboards with new functionalities and updated data

 

MANAGEMENT AND AUTONOMY

  • Build strong working relationships with programs and field teams

  • Support programs needs and questions toward GIS and Remote Sensing capabilities for research purposes

  • Build GIS training materials for partners as well as GIS staff.

  • Share the lead of GIS unit responsibilities

  • The Senior GIS Officer will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.

Profil

REQUIREMENTS

  • Years of work experience At least 4 years of relevant working experience, preferably in humanitarian field;

  • Research skills Advanced experience with geo-spatial information management and analysis, and excellent spatial analysis skills;

  • Software skills Advanced knowledge of ESRI suite software (ArcPro, ArcGIS Online); good knowledge of a Remote Sensing tool (Google Earth Engine, GRASS, etc...); advanced knowledge of Microsoft office including Excel; knowledge of R, STATA, Python or equivalent statistical software an advantage; knowledge of Adobe Suite, particularly illustrator an asset;

  • Communication/reporting skills Excellent verbal and written communication and drafting skills for effective reporting required;

  • Academic qualifications Excellent academic qualifications, including a master’s degree or equivalent in a relevant discipline (e.g. geography, international studies, development, humanitarian response, data science, political science, etc.);

  • Security environment Ability to operate in a complex and challenging security environment.

  • Experience in geographical region Past experience in the region is desirable;

  • Language skills Fluency in English required.

COMPENSATION AND BENEFITS

  • For this position, salary between 2’580 CHF and 2’640 CHF monthly (before income tax), etc as well as a monthly living allowance of 300 USD
    NB - IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.

  • Accommodation and food provided in a guesthouse. Depending on the country situation, a contribution to a housing allowance of up to 75% of country-specific benchmark can be considered instead.

  • Enrolment in Swiss private pension fund (Swisslife – approx. 9.975% of staff gross salary), health insurance, life insurance and repatriation assistance 

  • Flight tickets every 6 months & visa fees covered (in-country travel costs and professional expenses are fully covered)

  • Contribution to the luggage transportation: between 20 and 100 kgs, depending on the length of the contract (+ luggage and personal property insurance)

  • Annual leave of 36 days per year. Public holidays of the country of assignment. Family/compassionate leave when applicable.

  • Predeparture induction - 3 days at IMPACT Initiatives’s HQ in Geneva + one week pre-departure training in ACTED HQ in Paris, including a 4-days in situ security training;

  • Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months from the start of contract.

  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among others, up to 1000 € per year of psychosocial counselling fees
