    BACKGROUND ON IMPACT AND REACH

    IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

    REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

    We are currently looking for a Specialist to lead the AAP portfolio in HQ.

    POSITION PROFILE

    Under the direct supervision of the Senior Research Manager of the Accountability and Inclusion Unit, the AAP Assessment Specialist will be the focal point for the implementation of REACH AAP strategy, aligned with the organisation strategy. The overarching objective of this strategy will be to build a more robust approach to understanding perceptions and preferences of affected people in humanitarian crises, and enabling their active inclusion in humanitarian decision-making. This will involve furthering the use of intersectional approaches to research with a focus on gender & inclusion within REACH. This objective will be achieved by capitalizing on REACH research & analysis outputs to inform decision making at global and country level, reviewing research standards on AAP and developing new innovative research cycles, developing global partnerships with relevant AAP actors and increase REACH’s profile in the global AAP community of practice, and producing global analysis and advocacy surrounding key AAP findings.

    FUNCTIONS AND RESPONSIBILITIES

    Under the direct supervision of the Senior Research Manager of the Accountability and Inclusion Unit, the AAP Assessment Specialist will perform the following functions and responsibilities:

    • In collaboration with the Senior Research Manager and the Global Programme Coordinator, contribute to the strategic direction of REACH’s programmes globally through the development of an AAP strategy.

    • Capitalize on REACH data to inform decision makers through support to country teams on a need basis during research design, analysis, and dissemination.

      • Develop internal documentation showcasing REACH’s existing AAP & Gender work for use by country teams when designing proposals, during research design and during the dissemination phase of research cycles.

      • Provide dedicated support to country teams during project development, research design, analysis and dissemination through brainstorming sessions and review of proposals, research ToRs and outputs with an AAP focus.

      • Develop guidance on AAP indicators and analytical frameworks tailored by research cycle (aimed at improving analytical outcomes and maximizing utilization of findings by the intended target audience).

    • Leverage global relationships to keep REACH’s profile as a global AAP & Inclusion actor through enhanced advocacy on AAP and Inclusion matters and development of partnerships.

      • Promote the use of REACH data for analysis and decision-making purposes in relevant AAP / Gender working groups, coordination bodies and operational actors.

      • Enhance REACH’s representation in the Global AAP Community of Practice through building formal and semi-formal partnerships with relevant actors.

        • Work jointly with AAP actors and media and advocacy actors to develop advocacy pieces on accountability, community perceptions and community priorities using REACH data, either by highlighting country-level findings (case study) or cross-crisis analysis.

        • Identify avenues of formal collaboration with AAP actors for joint fundraising at Global level or at country level, with a focus on developing frameworks of partnership that would be conducive to system change.

        • Leverage the experience of specialized actors to improve the content of REACH research as well as research practices

    • Improve REACH practices and structure where relevant from an accountability/inclusion point of view, in alignment with IMPACT’s organisational AAP framework.

      • Improve the practical relevance and use of REACH research by affected communities to respond to their own needs by ensuring that REACH's research focus is informed by affected populations' information needs, that analysis of findings is led, informed or triangulated by affected populations themselves, and that findings are disseminated back to them.

        • Identify practical ways to incorporate better voices of affected people in research design and analysis and foster participative approaches at each step of the research cycle.

        • Identify practical ways to triangulate analysis with affected communities and pilot approaches / review lessons on a rolling basis.

        • Think through approaches to community dissemination of findings / approaches and pilot approaches / review lessons on a rolling basis.

        • Identify practical ways to advance local actor engagement in IMPACT research and to support localisation in the field of humanitarian research.

    • Ensure that REACH research practices are inclusive of marginalized groups or groups with specific needs profile, and that the safety of research participants and assessed community members is a central component of the research cycle

      • Improve gender, age and disability mainstreaming into research cycles.

    Profil

    REQUIREMENTS

    • Academic: Excellent academic qualifications, including a Master degree in relevant discipline;

    • Years of experience: 5 years of relevant working experience in humanitarian settings in a research/assessment position.  At least 2 years of relevant working experience in AAP / Gender related positions are a strong asset. 

    • Research skills: Excellent research and analytical skills; including a sound understanding of sampling framework and their application; ability to analysis large datasets. Experience with both quantitative and qualitative data analysis methods and in producing clear and effective research outputs. Experience in developing analytical framework is a strong asset.

    • Software skills: Proven knowledge of Microsoft office including Word, Excel, and PowerPoint. Knowledge of Statistical software (R, STATA) and spatial analysis software (ArcGIS, Q-GIS) is an asset but not essential.

    • Training skills: proven experience in conducting training and capacity building for teams and partners in assessment methods.

    • Communication/reporting skills: excellent communication and drafting skills for effective reporting and external communication.

    • Level of independence: a self-starter with proven ability to work independently;

    • External engagement skills: experience in delivering communication / presentations to external audience in clear and effective way.

    • Language skills: Fluency in English, basic competency in other languages (French, Spanish) an asset.

    • Security environment: ability to operate in a complex and challenging security environment (when deployed).

    • Cross-cultural work environment: Ability to operate in a cross-cultural environment requiring flexibility;

    COMPENSATION AND BENEFITS

    • For this position, gross salary between 6’000 CHF and 6’360 CHF monthly (before income tax).

    • NB - IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education and experience of staff. A contribution to medical insurance of 520 CHF per month is already included in the salary figure.

    • Health insurance, life insurance and repatriation assistance in case of field visits/temporary deployments

    • Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months from the start of contract.

    • Applicants must hold a valid work permit for Switzerland or be EU/EFTA citizens

    • Up to 40% of remote work on a weekly basis
