Description
We are currently looking for a MEAL Specialist (Maternity Cover) to support our Programmes, Communications and Research teams in Geneva.

Reporting to: Head of Research, Learning and Technological Transformation
Duration: January – July 2026 (6 months)
Activity rate: 60% (24 hours / week)
PURPOSE OF THE ROLE
The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist, under the supervision of the Head of Section for Research, Learning and Technological Transformation, works towards fostering an organisational culture where internal decision-making (at both global and country levels) is driven by evidence and continuous learning, leading to the design and delivery of more impactful, accountable, and adaptive programmes. To achieve this, they are responsible for enhancing organisational performance and accountability, through the design and coordination of systems/ processes for: 1) monitoring and evaluation, 2) knowledge management, 3) learning and innovation.
This ToR is for a maternity leave cover of the MEAL Specialist. Due to the short-term contract and the reduced activity rate, the scope has been limited to providing essential support and ensuring business continuity for key MEAL functions, with a specific focus on 1) producing the annual organisational MEAL analysis product, 2) feeding relevant insights to the IMPACT Strategy Management framework, and 3) monitoring, maintaining core Learning & Development (L&D) initiatives.
Missions
CORE TASKS & RESPONSIBILITIES
COORDINATION AND IMPLEMENTATION OF INTERNAL MEAL SYSTEM
The MEAL Specialist will be responsible for coordinating and implementing internal MEAL systems, with a particular focus on the 2025 annual MEAL analysis. This includes:
Aggregating, analysing available data to provide meaningful insights on programmatic outcomes, impact and emerging lessons learned, such as:
Conducting the 2025 M&E review, including launching and analysing data from the global partner feedback survey and collecting and analysing relevant HQ and country-level data in line with the M&E framework.
Conducting the annual research lessons learned analysis and identifying key learnings for field research implementation in 2025.
[In collaboration with the Research Quality Assurance Unit] Launching the annual evaluation of 2025 research outputs quality, in particular implementing the sampling strategy, and providing support as required.
[In collaboration with the Head of Change Management and IMPACT’s Senior Leadership Team] Feeding relevant insights to monitor progress on IMPACT Strategic Plan (2025-2030) as per the Strategy Management framework.
FACILITATION OF INTERNAL LEARNING AND CAPACITY SHARING
The MEAL Specialist will help foster a culture where capacity-sharing efforts, feedback, iteration and reflection continuously improves organisational performance and accountability, through the following tasks and responsibilities:
[In collaboration with the Head of Change Management] Promoting the use of data and evidence to improve internal planning and decision-making processes, especially within the Senior Leadership Team.
Maintaining and monitoring core research L&D initiatives, such as the MOOC on Best Practices for Applied Quantitative Research in Complex Contexts and the Research Foundational Learning Programme.
[If capacity] Supporting global and country programme teams to integrate MEAL concepts, tools, and practices into day-to-day work.
CONTRIBUTION TO OTHER MEAL PROJECTS ON A NEEDS-BASIS
The MEAL Specialist is expected to contribute to other MEAL-related activities on an ad-hoc basis, depending on needs and capacity. This may include (but not limited to):
Finalising the standardised Enumerator training package.
Supporting with the revision of the Onboarding programme for new staff.
Developing guidance on how to set up Research and Learning Agendas (RLAs).
Profil
REQUIRED QUALIFICATIONS AND EXPERIENCE
Master’s degree or equivalent in relevant discipline (e.g. social science, humanitarian affairs international development, international relations, economics, etc.).
Minimum 5-6 years of relevant work experience in designing, managing and implementing research or MEAL activities in humanitarian/ international development contexts.
REQUIRED COMPETENCIES

LANGUAGE SKILLS
Fluency in English required, French an asset.
COMPENSATION & BENEFITS
For this position, the gross salary at 60% is between 3’400 CHF and 3’574 CHF monthly (before income tax). NB - IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education and experience of staff. A contribution to medical insurance of 293 CHF per month is already included in the salary figure.
